James Ramsaur was born in Oakland, California. He enlisted and served in the U.S. Army from 1967-1970. He was honorably discharged from the military as an E6 Staff Sargeant.
He found he had an interest in law when he watched his cousin, who was an attorney, litigate a case in Chico. He graduated from Stanford University with a BA degree in 1971. He then graduated with a law degree from the University of San Francisco in 1978. The following year, he was chosen for the Court Appointed Attorney Program (CAAP). His talent for law was seen immediately when he had his first case dismissed.
When asked his secret to success, he humbly stated, "I'm just a good closer." He worked 35 years for CAAP defending indigent and accused people in the Oakland area.
